SB 102/HB 127 – Exceptional Student Education – Gaetz/Kendall

Implements a workforce credential program for students with autism spectrum disorder or those on a modified curriculum by January 31, 2026.


SB 106/HB 97 – Exploitation of Vulnerable Adults Martin/Steele, Berfield

Introduces provisions for substitute service on unascertainable respondents in cases of exploitation of vulnerable adults. Defines "unascertainable respondent" as an individual whose identity cannot be confirmed or is unknown, and who communicates in ways that make tracing difficult.


SB 112/HB 591 – Children with Developmental Disabilities Harrell, Maggard

Relating to autism and early intervention, the bill will broaden access to free autism screenings and referrals, extend Early Steps services until age four, and integrate school readiness programs. Designate the University of Florida's Center for Autism and Neurodevelopment as a statewide hub for autism research, collaboration, and best practices. Establish specialized summer programs to provide continued learning, therapy, and social engagement for children with autism.


SB 262/HB 385 – Trusts Berman/Oliver

Amends the definition and powers of "authorized trustees" in trust management and clarifies rules concerning property devised from trusts. Revises the definition of "authorized trustee" to exclude them from being considered a settlor of a "second trust" created from a "first trust" and includes the intent of settlors or authorized trustees in determining settlor intent for trust modifications.


SB 500/HB 711 – Spectrum Alert System Ávila/Borrero, Campbell

Intended to reduce the chances of children with autism running away from a secure place or caregivers, called "elopement," or "wandering," by autism experts." The Florida Department of Law Enforcement would coordinate with other state and local law enforcement agencies to develop and implement the new alert program.


SB 540/HB 447 – Disability History and Awareness Instruction Collins/Salzman

Requires disability history and awareness instruction for Florida students, expanding existing curriculum content and engagement strategies. Includes history of disability and the disability rights movement. Outlines explicit educational content and activities targeting different grade levels, ranging from anti–bullying discussions in grades K–3 to complex demonstrations of living with various disabilities in higher grades. Allows for district school boards to collaborate with the Evin B. Hartsell Foundation to enhance the development of the instructional material.


SB 862 – Social Services Estimating Conference Smith

Requires the Social Services Estimating Conference to develop specific information for the iBudget system used by the home and community–based services Medicaid waiver program. 


SB 1004/HB 1131 – Affordable Housing and Supportive Services for Persons with Developmental Disabilities Rodriguez/Weinberger

Requires affordable housing and supportive services for persons with developmental disabilities. Provides property tax exemptions for certain developments. Exempts building materials used in eligible residential units from certain taxes. Requires counties, municipalities, and special districts to waive non–educational impact fees for specified developments. Empowers the Florida Housing Finance Corporation to prioritize funding and establish insurance for developments that include affordable units for eligible applicants.


SB 1048/HB 975 – Medicaid Coverage for Dental Services Jones/Nixon, Woodson

Expands Medicaid coverage for dental services for adults in Florida, including preventive, basic, major, and emergency dental services.

 

SB 1050/HB 1103 – Agency for Persons with Disabilities Bradley/Kincart Jonsson

Proposes the transfer of specific functions from the Department of Education to the Agency for Persons with Disabilities to enhance services for those with disabilities.


SB 1060/HB 935 – Medicaid Oversight Brodeur/Berfield

Creates the Joint Legislative Committee on Medicaid Oversight within the Office of the Auditor General to ensure Medicaid operates as intended and promotes spending transparency. Specifies that the Agency for Health Care Administration must inform the committee of changes to Medicaid capitation rates and provide detailed explanatory reports.


SB 1062/HB 1057 – Adult Day Care Centers Rodriguez/Rizo

Changes Medicaid reimbursement for adult day care services, implementing a tiered payment system and specifying different rates and requirements for tier I and II centers. Reimbursement based on center quality, compliance, and service levels. Requires adult day care centers offering transportation to be reimbursed at rates set by managed care organizations or applicable contracted rates.


SB 1086 – Department of Elder Affairs Simon

Reforms and updates various aspects of elderly care and guardianship regulations in Florida. Requires aging and disability resource center personnel to place individuals on all appropriate pre–enrollment lists for home and community–based services. Revises training requirements for community care service providers and specifies the responsibilities of aging and disability resource centers. Amends guardianship provisions, increasing bond requirements for professional guardians and imposing stricter controls and penalties for guardianship misconduct.


SB 1144/HB 1329 – Hope Florida Program Burgess/Gerwig

Establishes the Hope Florida program to streamline support services and enhance community integration and self–sufficiency for Floridians through the Office of Hope Florida. Defines key program terms including "care plan," "Hope Florida Partner Network," "Hope Line," and "hope navigators" to support and address participants' goals.


SB 1146/HB 1329 – Public Records/Hope Florida Program Burgess/Gerwig

Provides confidentiality exemptions for personal identifying information of participants in the Hope Florida program from public records. Exempts a participant's personal identifying information in records held by the Office of Hope Florida or any other designated agency from public disclosure.


SB 1156 – Home Health Aide for Medically Fragile Children Program Harrell

Revises training and operational requirements for the Home Health Aide for Medically Fragile Children Program to improve care and coordination.

 

SB 1166/HB 1085 – Services for Medically Needy Children Harrell/Oliver

The bill transfers the operation of the Children's Medical Services Managed Care Plan from the Department of Health to the Agency for Health Care Administration and mandates collaborative actions and screenings for medically needy children.


SB 1236/HB 1109 – Centralized Medicaid Provider Credentialing Simon/Berfield

Defines centralized Medicaid provider credentialing requirements in Florida, focusing on improving enrollment and credentialing processes. Mandates that the Agency for Health Care Administration (AHCA) enrolls providers within 60 days of receiving a clean enrollment application, pausing the timeframe during specified delays.


SB 1270/HB 1299 – Department of Health Collins/Yarkosky

Establishes and enforces multiple provisions concerning governmental and business entities, health care, medical marijuana, and other regulations. Reenacts provisions prohibiting discrimination based on health care choices, ensuring the term "messenger ribonucleic acid vaccine" remains defined.


SB 1354/HB 633 – Behavioral Health Managing Entities Trumbull/Koster

Amends Florida Statutes to enhance the management and transparency of behavioral health services. Requires the Department of Children and Families to contract for operational and financial audits of managing entities, examining areas such as business practices, financial records, and service outcomes.


SB 1478/HB 815 – Patient Referrals by Medicaid Managed Care Organizations and Managed Care Plans Rodriguez/Basabe

Authorizes the Agency for Health Care Administration to investigate managed care organizations, their plans, and subcontractors for Medicaid program integrity violations in patient referrals.


SB 1736/HB 1567 – Insulin Administration by Direct Support Professionals and Relatives – Grall/Tuck Defines “Direct Support Professional” and allows Direct Support Professionals and relative to administer insulin if certain conditions are met.




HB 257 – Exceptional Students and Video Cameras in Public Schools Chambliss, Tramont

Requires Florida public schools to install video cameras in specific classrooms and outlines related procedures. Prohibits any increase beyond 50% in the student count of special instruction classes for exceptional students without impacting available services.


HB 345/SB 460 – Student Elopement Eskamani/Arrington

Introduces requirements for schools to manage the risk of student elopement, specifically focusing on students with disabilities. Defines "Disability" specifically related to autism spectrum disorders and intellectual disabilities. Defines "Elopement" as the unsupervised departure of a student with disabilities from school grounds.


HB 377/SB 756 – Health Insurance Coverage for Individuals with Developmental Disabilities Tant, Maggard/Burton

Revise the definitions related to health insurance coverage for individuals with "autism spectrum disorder" to match the most recent edition of the Diagnostic and Statistical Manual of Mental Disorders by the American Psychiatric Association. Expand the definition of "eligible individual" to expand criteria by removing the limitation of being diagnosed by age 8. Focus on the diagnosis of a developmental disability without specifying the age at diagnosis.


HB 433/SB 108 – Administrative Procedures Overdorf/Grall

Amends Florida statutes to improve administrative procedure regulations. Expands the scope of public workshops to include gathering information for regulatory cost statements. Details conditions under which a rule's impact on small businesses is acknowledged and requires agencies to consider regulatory alternatives to minimize adverse effects. Sets deadlines for agency responses and actions regarding rule promulgation and challenges, including electronic filing requirements for proposed rules. Defines "repromulgation" as the adoption of an existing rule after agency review for consistency with statutory powers and duties.


HB 527/SB 342 – Pub. Rec./Agency for Health Care Administration Personnel Trabulsy/Harrell

Amends Florida Statute 119.071 to exempt the personal identifying and location information of certain Agency for Health Care Administration personnel and their families from public record requirements.


HB 1227 – Medicaid Enrollment for Permanently Disabled Individuals Tramont

Expands Medicaid enrollment processes to support permanently disabled individuals by automating and continuous enrollment for these individuals for five years. Defines "permanently disabled" as individuals with physical or intellectual impairments that substantially limit major life activities, including those with a history or perceived impairments.


HB 1273/SB 1364 – Autism Spectrum Disorder Training for Law Enforcement Officers Stark/Collins

The bill mandates training for Florida law enforcement officers on handling interactions with individuals with autism spectrum disorder. Defines "agency" as the ability to make independent decisions in one's best interest and "autism spectrum disorder" as specified in s. 627.6686(2).
